Summary:
The attached ordinance amends the future land use designation from Public Recreational Institutional and the County’s Low Medium Density Residential to Neighborhood Activity Center on property located west of Clay Street, south of Oglesby Avenue, east of I-4 and north of Dartmouth Avenue. The property is approximately 39 acres. Subarea Policy S.2.5 is also proposed and provides the maximum development program of up to 400 multifamily dwelling units and other uses as allowed by the N-AC future land use category, plus an additional use of hotel, up a maximum of 600 PM peak hour trips.
The Municipal Planning Board recommended approval of the annexation (ANX2016-00010), the GMP amendment to assign Neighborhood Activity Center future land use designation on the entire 39 acre property and add a new subarea policy S.2.5 (GMP2016-00018), and the Planned Development zoning amendment for the future development of residential, hotel and commercial uses (ZON2016-00022) on November 15, 2016. The annexation of 1880 Oglesby Avenue, which is part of this amendment, is contained in Ordinance 2017-14, which is a separate item on this agenda. The planned development ordinance will be scheduled once the Capacity Enhancement Agreement has been adopted by Orange County Public Schools (OCPS).
