The Procurement and Contracts Division and Solid Waste Division have evaluated these bids and recommends awards to the lowest, responsive and responsible bidders, Progressive Waste Solutions of FL Inc. dba Waste Connections of Florida Inc. of Altamonte Springs, FL, Harvest Power Orlando, LLC of Lake Buena Vista, FL and Waste Management Inc. of Florida of Orlando, FL for the processing and disposal of solid waste.
This contract is for the processing and disposal of several types of municipal solid waste collected within the City limits. Awarding to multiple contractors will allow the City to deliver waste to the closest disposal site when the Orange County landfill is not open, will provide better service and a more efficient operation to City customers.
The initial contract term is for one (1) year with the option to renew for three (3) additional twelve (12) month periods. Actual expenditures will vary as usage will be on an as-needed basis at the established unit prices and available funding. The estimated expenditure for the initial one (1) year term is $3,500,000.00. Food waste (line 7) will be awarded to Harvest Power Orlando, LLC in the estimated amount of $33,000.00 and the other types of waste will be awarded and distributed between Progressive Waste Solutions of FL Inc. dba Waste Connections of Florida Inc. and Waste Management Inc. of Florida in the estimated amount of $3,467,000.00.

Recommended Action:
Approval of award to Progressive Waste Solutions of FL Inc. dba Waste Connections of Florida Inc., Harvest Power Orlando, LLC and Waste Management Inc. of Florida and authorize the Chief Procurement Officer to enter into Contracts and subsequent renewals as indicated above in the estimated amount of $3,500,000.00, subject to review and approval by the City Attorney’s Office. |
