Subject:IAFF Communications Collective Bargaining Agreement
Summary:

Request approval of collective bargaining agreement (hereinafter CBA) between the City of Orlando and the International Association of Firefighters, Local 1362 (hereinafter IAFF), covering the Communications Unit. The proposed CBA for IAFF Communications has been approved by the bargaining unit membership.  For full details, the contract is enclosed.  Highlights of the new agreement include:

Wages

                Effective January 1, 2017:

o   Pay ranges will be adjusted

o   Employees will receive a 7.5% increase or move to the minimum of their pay grade, whichever is greater effective January 1, 2017

o   One time 1% adjustment of the base pay of employees who were in the Fire Communication Specialist III classification prior to January 1, 2017

·         Effective October 1, 2017:

o   Increase wages by 2.5%. Pay ranges will be adjusted by 2.5%

·         Effective October 1, 2018:

o   Increase wages by 2.5%.  Pay ranges will be adjusted by 2.5%

Other Significant Changes Include:

                Revisions to the Health Insurance article to minimize the effects of adverse selection to the plan

Recommended Action:City Management respectfully recommends City Council approval, adoption, and ratification of the new CBA detailed herein to replace the IAFF Communications collective bargaining agreement that expired on September 30, 2016.
