Subject:Petition for Voluntary Annexation – 10775 Narcoossee Road (ANX2017-00004)(Economic Development)
Summary:

The applicant has requested the voluntary annexation of ±2.65 acres of property located north of SR 417, east of Narcoossee Rd, and south of Moss Park Rd, and addressed as 10775 Narcoossee Road. The Orange County future land use designation for this property is partly Planned Development and partly Institutional. The County zoning is Planned Development. The applicant has requested a future land use designation of Urban Village and initial zoning of Planned Development for inclusion in the Southeast Orlando Sector Plan.

Phase I of the commercial/retail development was completed through Orange County permitting and the proposed annexation will allow Phase II to develop with similar uses under the City's more urban and compact development standards. The subject property is contiguous to the City limits. If annexed, the property will not create an enclave.

Fiscal and Efficiency Data:The fiscal impact statement will be submitted with the ordinance for the annexation, pending City Council’s acceptance of this petition for annexation.
Recommended Action:Direct the City Attorney to prepare an annexation ordinance for consideration by City Council and authorize staff to initiate a Growth Management Plan (GMP) amendment and initial zoning for the subject property.
