Florida Department of Transportation (FDOT) Local Agency Program (LAP) Agreement for the Orlando Main Street District Planning Study

Summary:
To further enhance the bicycle and pedestrian infrastructure of unique retail and residential districts, the City is proposing to study the Mills 50 and Milk Main Street Districts. Both of these districts have challenges in terms of pedestrian and bicycle access and internal district mobility within the existing transportation network. The ultimate goal of this study will be to enhance the pedestrian and bicycle environment by addressing issues associated with the Americans with Disabilities Act (ADA), pedestrian environment, walkability, bikeability, and place-making. This Local Agency Program Agreement is necessary to receive reimbursement of grant funding from the Federal Highway Administration through the FDOT. This grant does not require a funding match from the City of Orlando and the FDOT has indicated that they may request a supplemental agreement to reflect the actual cost of the service if it is less than the original cost estimate. 

Fiscal & Efficiency Data: FY 2016-2017 Florida Department of Transportation LAP agreement 439001-1-18-01 for $150,000. A match is not required for the study funding.

Recommended Action:
Authorize the Mayor, or Mayor Pro Tem, and the City Clerk to approve and execute the original Local Agency Program agreement and project resolution, subject to review and approval by the City Attorney's Office, and as required by FDOT.  Also authorize the Mayor or Mayor Pro Tem and the City Clerk to approve and execute any required Supplemental Local Agency Program Agreements for a lower amount based on actual costs that may be required by FDOT, provided they are reviewed and approved by the City Attorney's Office. Also Authorize the City’s Project Manager to request extensions to the LAP Agreement should they be necessary in order to maintain the funding.
