Summary:
Proposed ordinance #2017-3 would amend section 65.720, Orlando City Code, (relating to the designation of Orlando historic landmarks) to:
1. Update the criteria for evaluation and the criteria considerations to match the standards of the federal government's National Register program.
2. Require consent from property owners before their property is landmarked unless the landmark designation is approved by a two-thirds super-majority vote of the Orlando City Council and such vote is supported by a finding that by clear and convincing evidence the landmark designation advanced a substantial public interest.
3. Streamline the landmark review process by eliminating review by the Municipal Planning Board.
4. Allow any person to recommend the nomination of a proposed landmark, but retains in the Orlando City Council the authority to officially nominate a proposed landmark. |
