A Request for Qualification Statements (RQS) for the subject project was issued on December 19, 2016. Five (5) firms responded to this solicitation and the Consultants' Qualifications Board certified all five (5) firms on February 1, 2017. On February 23, 2017, the Advisory Committee shortlisted three (3) firms for formal interviews and oral presentations. After final presentations on March 15, 2017, the Advisory Committee met to generate a ranking of the firms as follows:

It is the policy of USDOT, the Department, and the City that all applicants, including but not limited to DBEs, have an equal opportunity to participate in the performance of federally financed contracts and subcontracts. To achieve this goal, DBEs are encouraged to compete for procurement contracts and shall have full access to these opportunities. Pursuant to the funding requirements of the Department’s grant, disadvantaged business enterprise (“DBE”) utilization shall be in compliance with applicable laws and regulations. The Department has established a DBE program in accordance with such federal laws and regulations. The City shall participate in the Department’s DBE race neutral program for this solicitation. There is no specific DBE participation goal on this Project; however, the Department has an overall 9.91% DBE goal it must achieve. In order to assist Respondents in determining their DBE commitment level, the City has estimated 4.7% DBE availability on this Project.

Recommended Action:
Approval of the Advisory Committee's ranking and approval for City staff to proceed with negotiations with the top ranked firm, HDR Engineering, Inc. Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached. |
