Ordinance No. 2017-13 Rezoning Property Generally Located West of Narcoossee Road, North of Lake Nona, East of Heintzelman Boulevard and South of Beachline Expressway from I-P/AN, ASD-2/AN, and No City Zoning/AN to PD/AN (OIA East Airfield). (Economic Development)

Summary:

The OIA East Airfield PD, located west of Narcoossee Road, north of Lake Nona, east of Heintzelman Boulevard and south of the Beachline Expressway (SR 528) is approximately 1,342 acres in size.  On August 16, 2016, the Municipal Planning Board recommended approval of a GMP amendment to change the future land use designation from Airport Support District – High Intensity to Airport Support District – Medium Intensity and from Public/Recreational/Institutional to Metropolitan Activity Center (GMP2016-00014).  The MPB also approved a rezoning that would establish the PD/AN designation on the site to allow for airport related uses to be developed on the subject property (ZON2016-00018).

The PD will allow for a total of 6.1 million square feet of development that will accommodate airport uses, office, industrial, support retail and service.  It provides development standards for uses outside of the Aircraft Operation Area not regulated by the Federal Aviation Authority (FAA).  This includes setbacks, lighting, landscape buffers, transportation improvements and noise.   It also will accommodate a 25 acre community park that will be developed by others.

The GMP amendment related to this property was adopted as part of the 2017 Winter Cycle of GMP Amendments at the February 13, 2017 City Council meeting. The first reading of the PD ordinance was approved at the March 20, 2017 City Council meeting.

Recommended Action:
Adopt the attached ordinance number 2017-13 and authorize the Mayor and City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
