Subject:LIUNA and SEIU Collective Bargaining Agreements and Other Pay Adjustments
Summary:

Request approval of the following three actions:

1. Approval of collective bargaining agreement (hereinafter CBA) between the City of Orlando and the Laborers International Union of North America, Local 678, (hereinafter LIUNA), covering labor, trades and crafts employees. The proposed CBA for LIUNA has been approved by the respective bargaining unit membership.  For full details, the LIUNA contracts is enclosed. Highlights of the new agreements include:

Wages

LIUNA - Increases wages by 7.5% effective January 1, 2017, 2.5% effective October 1, 2017, and 2.5% effective October 1, 2018. Pay ranges will be adjusted.

Biweekly Pay

Before January 2018, LIUNA bargaining unit employees will convert to a bi-weekly pay period. At the time of transition, a one-time lump sum payment of $600 will be given to assist LIU employees transition from a weekly payroll to a bi-weekly payroll.

Other Significant Changes include:

  • Revisions to the Health Insurance article to minimize the effects of adverse selection to the plan.
  • A new article related to City vehicles and vehicle cameras.
  • Mutually agreed changes to the Discipline article and the Utilization of Leave policy.

2. Approval of collective bargaining agreement (herein CBA) between the City of Orlando and the SEIU Florida Public Services Union (hereinafter SEIU) representing employees in the Professional, Supervisory, and White Collar Units. The proposed CBA for SEIU has been approved by the respective bargaining unit membership.  For full details, the SEIU contracts is enclosed. Highlights of the new agreements include:

Wages

SEIU - Increases wages by 7.5% for employees in pay grades S-22 though S-16 and by 6.5% for employees in pay grades S-15 through S-08, effective January 1, 2017. Increase wages by 2.5% for all SEIU paygrades effective October 1, 2017, and October 1, 2018. Pay ranges will be adjusted.

Other Significant Changes include:

  • Revisions to the Health Insurance article to minimize the effects of adverse selection to the plan.
  • A new article related to City vehicles and vehicle cameras.
  • Mutually agreed changes to the Discipline article and the Utilization of Leave policy.

3. Adjustment to elected officials’ pay to be consistent with the methodology applied to adjust LIUNA and SEIU positions, resulting in City Commissioners by 6.5% and Mayor by 5%, effective January 1, 2017.

NOTE: In order to implement all of the pay changes for LIUNA and SEIU, an analysis must be performed on promotions, demotions, and other movements within and between unions during the retroactive period to ensure the accuracy of retroactive pay adjustments.  Time will be required to perform this detailed analysis for over 1,300 employees.  Accordingly, retroactive increases will be processed by bargaining unit over multiple pay periods with an expected completion date of May 26, 2017.

Recommended Action:

City Management respectfully recommends:

1.       City Council approval, adoption, and ratification of the new CBA detailed herein to replace the LIUNA collective bargaining agreement that expired on September 30, 2016; and

2.       City Council approval, adoption, and ratification of the new CBA detailed herein to replace the SEIU collective bargaining agreement that expired on September 30, 2016; and

3.       City Council approval of the elected officials pay increase.
