Subject:
Ordinance No. 2017-4 amending the Land Development Code to revise the concurrency requirements. (Economic Development)

Summary:

The attached ordinance amends Chapter 59 of the Land Development Code to update the concurrency review process as follows:

  • Update level of service standards to match standards adopted in the Growth Management Plan.
  • Update the concurrency evaluation, reservation and tracking process to streamline procedures.
  • Revise the capacity reservation fee to delete the portion of the fee related to transportation impact fees, because concurrency no longer applies to transportation.
  • Revise the fee for a capacity reservation that is extended longer than three years.
The Municipal Planning Board recommended approval of the LDC amendment on July 19, 2016 (LDC2016-00199).

Recommended Action:

Adopt the attached ordinance number 2017-4 and authorize the Mayor and the City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
