Summary:
The attached ordinance will annex property located west of Clay Street, south of Oglesby Avenue and east of Formosa Avenue and is addressed as 1880 Oglesby Avenue. The property is approximately 0.242 acres. The annexation is being requested in order to combine this property with the Calvary property, totaling 39 acres, and develop with up to 400 multifamily dwelling units and other uses as allowed by the N-AC future land use category, including hotel. The subject properties are contiguous to the City limits and are reasonably compact. If annexed, the properties will not create an enclave.
The Municipal Planning Board recommended approval of the annexation (ANX2016-00010), the GMP amendment to assign Neighborhood Activity Center future land use designation on the entire 39 acre property and add a new subarea policy S.2.5 (GMP2016-00018), the Planned Development zoning amendment for the future development to residential, hotel and commercial uses (ZON2016-00022) on November 15, 2016. The future land use amendment is contained in Ordinance 2017-15, which is a separate item on this agenda. The planned development ordinance will be scheduled once the Capacity Enhancement Agreement has been adopted by Orange County Public Schools (OCPS).
The adoption ordinance for the annexation and GMP will be scheduled following the review by the Florida Department of Economic Opportunity – Community Planning Division. |
