Summary:
Florida Statutes require the City to update the Water Supply Facilities Work Plan within 18 months after the applicable Water Management District adopts an update to the Regional Water Supply Plan. The City of Orlando is located within the St. Johns River Water Management District (SJRWMD) and the South Florida Water Management District (SFWMD). These water management districts, as well as Southwest Florida Water Management District (SWFWMD), are part of the Central Florida Water Initiative (CFWI). Created in 2009, the CFWI coordinates regional water management and planning with the three water management districts and associated agencies. The CFWI approved its Regional Water Supply Plan (RWSP) in November 2015. Each water management district also approved the RWSP, with the final approval on November 17, 2015.
The City last adopted its water supply plan on July 7, 2008. The 2017 Water Supply Facilities Work updates the 2008 plan and incorporates the City's population and land use projections to estimate demand for water over the next 10 years. It also identifies sources of water, including OUC's permitted groundwater withdrawals, alternative water supplies (primarily surface water) and reclaimed water. Based on these estimates, the projected water supply is expected to meet demand, subject to continuing conservation efforts.
The 2017 plan was recommended for approval by the Municipal Planning Board on December 20, 2016. Orlando City Council accepted MPB minutes on January 23, 2017. Subsequent to these approvals, the 2017 Water Supply Facilities Work Plan Figure 12 and Figure PW-3 were updated to improve formatting and clarify information from OUC.
The following is a summary of these amendments:
Potable Water: Amend Figures PW-1, PW-2 and PW-3 to update jurisdictional boundaries and the City’s 10 year Water Supply Facilities Work Plan projects; Amend Policy 1.1.2, Objective 1.2, and Policies 1.2.1, 1.2.3, 1.8.1 and 1.8.2 to reflect current practices; Delete Policy 1.2.8 due to updated City Landscaping Code; Amend Policy 1.2.9 to reflect broadened water conservation communication strategies; Amend Objective 1.3, and Policies 1.3.1 and 1.3.2, to update the City Water Supply Facility Work Plan and to address the Central Florida Water Initiative (CFWI) Regional Water Supply Plan (RWSP);
Wastewater: Amend Goal 2, Objective 2.1, and Policies 2.1.1, 2.2.3, and 2.2.4 to address reclaimed water practices and the Central Florida Water Initiative RWSP;
Intergovernmental Coordination: Amend Policies 2.4.2 and 2.4.3 to address reclaimed water activities and reflect conservation measures consistent with the CFWI;
Stormwater and Aquifer Recharge : Policy 1.1.7 to implement stormwater practices consistent with the Central Florida Water Initiative RWSP;
Conservation: Add Policy 1.1.7 to implement practices to support the natural environment consistent with the Central Florida Water Initiative RWSP
Upon approval, this ordinance will be transmitted to the Department of Economic Opportunity for review and comment. Hearing and adoption are tentatively set for April 10, 2017.
