Release of Mortgage and Restrictive Covenant executed by Life Concepts, Inc. d/b/a Quest, Inc. in 2009

Summary:
The City of Orlando entered into an agreement with Life Concepts, Inc. d/b/a  Quest, Inc. on March 25, 2009, to provide One Hundred Twenty Four Thousand Eight Hundred and Ninety Eight Dollars ($124,898) in Community Development Block Grant funds to the Quest South vocational training facility located at 1600 Aaron Avenue, Orlando, Florida, 32811.  The City recorded the executed Mortgage and Restrictive Covenant on March 24, 2009.  Quest, Inc. has fulfilled the requirements of the agreement by using the property for the past five (5) years as a vocational training facility to provide job opportunities for severely disabled adults.  Staff is requesting City Council's approval to cancel the note, release and discharge Quest, Inc.'s property from the lien and operation of said mortgage and restrictive covenant.

Recommended Action:
Approve and authorize the Mayor and City Clerk to cancel the note, execute the Release of Mortgage, and release of Restrictive Covenant after review of the documents by the City Attorney's office.
