Collective Bargaining Agreement - FOP Lieutenants

Summary:

Request for approval of a new collective bargaining agreement (hereinafter CBA), covering the period from October 1, 2016 through September 30, 2019, between the Florida State Lodge, City of Orlando and the Fraternal Order of Police (hereinafter FOP), representing Police Lieutenants with the Orlando Police Department.

A predecessor CBA between the City of Orlando and the FOP expired September 30, 2016.  The City and the FOP have engaged, since July 27, 2016 in efforts to agree on a successor CBA.  The proposed successor CBA is a result of those negotiations and it has been ratified by the FOP membership.  

· Adjusting promotional steps, with single annual wage increases.  Police Lieutenants at the top step will receive a 2.5% increase to base pay in October 2017 and 2.5% in October 2018.

· Effective June 1 2017, all extra-duty work for private employers will be paid through City payroll, with City charging appropriate rates to cover lieutenants’ pay as set in the agreement, and to offset City costs.  Lieutenants working extra-duty will be covered by the City’s workers’ compensation and liability insurance.

· Providing for new pension provisions, including the creation of share plans, as required by State Statute.  These are funded by state insurance tax premiums.

· Revisions to the Health Insurance article to minimize the effects of adverse selection to the plan.


Fiscal & Efficiency Data: Includes the cost of adjusting promotional steps in year one and 2.5% wage increases in years two and three to Lieutenants at top step plus related payroll tax/benefit items (pension, workers compensation, general liability and Social Security/Medicare taxes).

Recommended Action:
City Management respectfully recommends City Council approval, adoption, and ratification of the new CBA detailed herein to replace the collective bargaining agreement that expired on September 30, 2016 covering Lieutenants with the Orlando Police Department.
