Summary:
Request for approval of a new collective bargaining agreement (hereinafter CBA), covering the period from October 1, 2016 through September 30, 2019, between the City of Orlando and the Fraternal Order of Police, Lodge 25, (hereinafter FOP), representing sworn employees below the rank of Lieutenant in the Orlando Police Department.
A predecessor CBA between the City of Orlando and the FOP expired September 30, 2016. The City and the FOP have engaged, since June 29, 2016, in efforts to agree on a successor CBA. The proposed successor CBA is a result of those negotiations and it has been ratified by the FOP membership.
Significant highlights of the successor CBA include:
· Smoothing promotional steps for the first 10 years of an officer’s employment, with single annual wage increases. Officers at the top step will receive a 2.5% increase to base pay, effective September 25, 2016 and then raises of 2.5% in October 2017 and 2.5% in October 2018. Sergeants will receive similar wage increases.
· Officers and Sergeants at the top step will receive a one-time transitional payment of $1,000 and $300 respectively.
· Effective June 1, 2017, all extra-duty work for private employers will be paid through City payroll, with the City charging appropriate rates to cover officers’ pay as set in the agreement, and to offset City costs. Officers working extra-duty will be covered by the City’s workers’ compensation and liability insurance.
· Providing for new pension provisions, including the creation of share plans, as required by State Statute. These are funded by state insurance tax premiums.
· Mutually agreed upon changes to the promotional process.
· Revision to the Health Insurance article to minimize the effects of adverse selection to the plan. |
