Real Estate Division Manager to Execute Rental Agreements for Neighborhood Stabilization Program Properties
Summary:

On February 24, 2012, the City entered into two agreements with Tree of Life Ministries (TOL) under the Neighborhood Stabilization Program (NSP): one agreement for housing rental services and, the second for home resale services. The Agreements allocated NSP funds to TOL for purchasing and rehabilitating eleven (11) homes located within the NSP target areas to rent or resell.

TOL was unable to complete their responsibilities as stated in the Agreements and in order to maintain the NSP homes as affordable housing for the duration of the required affordability period, TOL agreed to convey the properties to the City.  On September 15, 2016, City Council approved the Termination of Neighborhood Stabilization Program Agreement with Tree of Life Ministries, Inc and the properties were deeded to the City.

The Housing and Community Development Department (HCD) intends to rent the properties in order to fulfill the outstanding obligations under NSP program guidelines.

Recommended Action:

Approval of the Rental Agreement, substantially in the form attached and authorization for the Real Estate Division Manager to execute the same, all subject to the review and approval of the City Attorney’s Office.
