Services Authorization #5, Consultant Services Agreement with Southeastern Surveying and Mapping Corp. for the Stormwater Facilities Inventory Project – Phase 6- Stormwater Facilities Inventory Maintenance Update

Summary:

On December 8, 2008, City Council approved the selection of Southeastern Surveying & Mapping Corporation (SSMC) to provide Professional Services for the Stormwater Inventory and Asset Management Project. The goal of the stormwater facilities inventory project is to obtain a definitive inventory of stormwater infrastructure assets and provide a graphical representation of the inventory in a GIS product. The ultimate project goal is to use the asset management system as a tool for work planning; maintenance activities and schedules; and long term capital improvement budgeting.

 

Between 2009 and 2015 the SSMC preformed five Phases inventory survey for the whole City. Phase 1- Lake Eola drainage basin, was awarded by the City Council on 5/4/2009; Phase 2- Lake Lucerne and Lake Dot drainage basins, was awarded by the City Council on 2/1/2010; Phase 3- eighteen drainage basins within the southeast lakes area, was awarded by the City Council on 1/24/2011; Phase 4- sixty drainage basins in the general vicinity of Little Econ, Howell Branch, and Little Wekiva major drainage basins, was awarded by the City Council on 4/9/2012; Phase 5- sixty drainage basins in the general vicinity of Boggy Creek, Shingle Creek, Wekiva River, and Lake Hart major drainage basins.

 

In Phase 6, SSMC will perform a maintenance update of the City of Orlando’s comprehensive Stormwater Inventory and Condition Assessment of all City maintained stormwater facilities.  This Maintenance Update is needed to keep the City’s Stormwater Facilities Asset Management System up to date due to the construction of new stormwater facilities that the City is responsible for maintaining and inspecting.

 

The inventory update will identify, locate, photograph and inspect stormwater inlets, manholes, outlets, open channels and ponds conveying stormwater runoff from all publicly maintained and named private roadways within and adjacent to the incorporated Orlando City limits including roadways maintained by the City of Orlando, Orange County, the Florida Department of Transportation and the Orange County Expressway Authority. As directed by City personnel, this maintenance update will collect new and updated stormwater facilities which were constructed or modified, after the initial inventory was performed by SSMC between 2009 and 2015.

 

The negotiated scope of services for Phase 6 includes collecting survey quality field inventory information, developing a detailed inventory database of all stormwater infrastructure assets, providing a live link between the inventory database and GIS map files, and migrating the stormwater geodatabase into the City's current Asset Management System. City Staff has negotiated a not-to-exceed fee of $999,143.29 and project duration of 38 weeks for Phase 6 services.

For this project, SSMC will be assisted by a combination of M/WBE sub-consultants including L&S Diversified, LLC (MWBE),  PES, LLC (MBE) and Horizon Geo Services, Inc. (WBE). The total M/WBE participation goals for this project is 24%. 


Fiscal & Efficiency Data: The project will be funded by CIP0090_P

Recommended Action:

Approve the Services Authorization #5, Consultant Services Agreement with Southeastern Surveying and Mapping Corp., and authorize the Mayor and City Clerk to execute the Agreement in a not-to-exceed fee of $999,143.29, subject to review and approval by the City Attorney's Office
