Vista Clinical Diagnostics submitted a bid that was determined to be non-responsive.

The Procurement and Contracts Division and the Orlando Fire Department (OFD) EMS Division, evaluated the bids and recommends award to Henry Schein, Inc., Quadmed Inc., and Midwest Medical Supply Co., LLC, as primary contractors.  These contracts will be utilized to purchase emergency medical supplies to support emergency medical services provided by OFD.  Due to the importance of having adequate delivery and product availability, it is recommended to have a multiple source award to meet City of Orlando's needs  The three (3) awardees have the lowest bid amounts for the highest number of items bid.  Bid items will be ordered from the bidder with the lowest unit cost.  

The initial contract term is three (3) years with an option to renew for two (2) additional one (1) year terms.  This is an indefinite quantity contract.  Actual expenditures will vary as usage will be on an as-needed basis at the established unit prices and available funding.  Based on prior usage reports and information provided by the primary user, the estimated annual expenditure is $400,000.00.  

Vista Clinical Diagnostics was the only M/WBE firm that responded and they were determined to be non-responsive.

Recommended Action:
Approval of award to Henry Schein, Inc., Quadmed, Inc., and Midwest Medical Supply Co., LLC and authorize the Chief Procurement Officer to enter into an agreement and subsequent renewals with Henry Schein, Inc., Quadmed, Inc., and Midwest Medical Supply Co., LLC, as indicate above in the estimated annual amount of $400,000.00, subject to review and approval by the City Attorney's Office.
