Property Exchange Agreement for property on Narcoossee Road

Summary:

In 2007 the City was deeded in fee simple a 38,626 +/- square foot parcel of land as a right of way dedication for future Narcoossee Road widening. This City-owned parcel is located along the west side of Narcoossee Road and is identified as OCPA Parcel 23-23-30-6396-09-001 (see attached Property Exchange Map).  Narcoossee Road widening is a FDOT project.  FDOT decided to acquire the necessary right of way on the east side of Narcoossee Road for their project; opposite the City-owned property.  Transportation has advised that the land is no longer needed.

The property owner of the adjoining 10.10 acres to the west of the City-owned property is contemplating development of the property with an industrial/commercial use. The parcel is identified as OCPA Parcel 23-23-30-6396-09-000. In 2005, the rear (west) 60 foot wide strip (former Old Goldenrod right of way) was vacated by a 2005 Replat.  This strip of now private property is 22,594 +/- square feet.

With the development and growth that has taken place in the Southeast area of the City, the City would like to preserve the Old Goldenrod Road right of way connection for a future roadway between Narcoossee Road to the north and Market Place Drive to the south.  

Therefore, the City proposes this property exchange.  The City will retain a City Services Easement over the eastern 15 feet of the City-owned parcel effectively reducing the parcel to 30,935 +/- square feet.  Both property values are estimated approximately the same, $120,000.

This Property Exchange Agreement is a companion item to Municipal Planning Board, MPL2016-00036; Item 4, Narcoossee Properties Business Park, scheduled for City Council approval on October 24, 2016.

Recommended Action:
Approval of Property Exchange Agreement in substantially the form attached; authorization for the Mayor/Pro Tem and City Clerk to execute and for the City's Real Estate Manager to extend the Agreement if necessary; all subject to review and approval by the City Attorney's Office.
