Summary:
Orlando Main Streets was implemented in 2008 as an initiative to revitalize Orlando’s neighborhood business districts. Main Street is a national program that assists business districts with developing the necessary market niche and creating a cohesive visual identity unique to the district. The Main Street Approach gradually builds on existing resources and fosters improved community leadership and support on behalf of the business district for the long term. The districts are also required to have a full-time director.
To date, City Council has approved seven Main Street Districts, one Market Street and one E-Street: Audubon Park Garden District, Church Street District, College Park Partnership, Downtown South, Ivanhoe Village, Mills 50, Thornton Park District, Gateway Orlando and Orlando Tech Association. Today Orlando Main Streets will add the tenth Main Street – The Milk District. Orlando Main Streets requires that an annual agreement be approved by City Council for each Main, Market or E-Street District.
College Park Partnership and Ivanhoe Village are entering their tenth year in the program, Audubon Park Garden District, Downtown South, and Mills 50 are entering year nine, Church Street and Gateway Orlando are entering year six and Thornton Park is entering year five. Orlando Tech is entering year three. The Milk District is entering year one. Therefore, City funding per district for FY 2016/2017 is as follows:
The Milk District – $50,000
Orlando Tech- $40,000
College Park Partnership - $35,000
Ivanhoe Village - $35,000
Audubon Park Garden District - $35,000
Downtown South - $35,000
Mills 50 - $35,000
Thornton Park District - $30,000
Church Street - $35,000
Gateway Orlando - $35,000
As the Orlando Main Streets continue to grow and expand, the City of Orlando recognizes the need to define designated target areas for each district in order to better execute public improvement projects such as district banners and the painting of utility boxes and storm drains. As such, new clauses have been added to each district’s agreement stating that while target areas will not be used to dictate business memberships, they will be defined to assist in the execution of public improvement projects. |
Recommended Action:
Approve the renewal of the agreements between the City of Orlando and the Audubon Park Garden District, Church Street District, College Park Partnership, Downtown South, Ivanhoe Village, Mills 50, Orlando Tech, Gateway Orlando and the Thornton Park District as Orlando Main/Market/E- Streets. Approve the funding agreement for the City’s tenth Main Street District, The Milk District. The agreements are between the organizations and the City of Orlando; authorizing the Mayor or Mayor Pro Tem and City Clerk to execute same, subject to review and approval of the Office of Legal Affairs. |
