Subject:Ordinance No. 2016-34 annexing, assigning the future land use designation of Urban Village and assigning a new subarea policy S.40.9 for property located east of Narcoossee Road, south of Kirby Smith Road and west of Lake Whippoorwill (Narcoossee Cove I and II). (Economic Development)
Summary:

The attached ordinance will annex property east of Narcoossee Road, south of Kirby Smith Road and west of Lake Whippoorwill as well as assign the future land use designation and a new subarea policy.  The property is approximately 48.78 acres, Narcoossee Cove I is 44.919 acres and Narcoossee Cove II is 3.861 acres.  The annexation is being requested in order to develop two mixed use developments; Narcoossee Cove I has a proposed development program of 90,000 sq. ft. of commercial/retail, 30,000 sq. ft. of office, 225 multifamily units and 129 townhome units and Narcoossee Cove II has a proposed development program of 11,700 sq. ft. of commercial/retail, 2,500 sq. ft. of office and 30 townhomes.  The subject properties are contiguous to the City limits and are reasonably compact.  If annexed, the properties will not create an enclave.

The Municipal Planning Board recommended approval of the annexation (ANX2015-00028), the GMP amendment to assign Urban Village future land use designation (GMP2015-00050), a new subarea policy S.40.9 (GMP2015-00051), the PD zoning for Narcoossee Cove I (ZON2015-00052) and the PD zoning for Narcoossee Cove II (ZON2015-00053) on February 16, 2016.  The planned development zoning requests are contained in Ordinance 2016-35, which is a separate item on this agenda. The first reading of this ordinance was heard on July 11, 2016.

Recommended Action:

Adopt the attached ordinance number 2016-34 and authorize the Mayor and City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon its final review and approval by the City Attorney.
