Amendment to Contract with Mobilitie Investments III, LLC for WiFi System at Camping World Stadium, RFP 14-0119

Summary:

In January 2014, a RFP was issued to provide for a Distributed Antenna System to improve cell phone service at Camping World Stadium.  On March 31, 2014, City Council approved the Advisory Committee ranking and a contract with Mobilitie, LLC was executed for an initial ten year term, subsequently assigned to Mobilitie Investments III, LLC.  WiFi coverage at the stadium was specifically anticipated as a potential additional service in the RFP, WiFi was considered during the evaluation process and the contract allows for this service to be added as an amendment or by separate agreement. 

High density WiFi coverage is needed throughout Camping World Stadium to enhance the customer experience and remain competitive in obtaining events at the stadium.  WiFi coverage currently exists in some areas of the stadium, however event promoters and customers increasingly expect coverage throughout the seating bowl and concourse areas as well.  Mobilitie Investments III, LLC (Mobilitie) has provided a proposal to the City to provide a high density WiFi system throughout the stadium.

Orlando Venues and Procurement and Contracts Division is now requesting approval of an Amendment to the contract to add WiFi services.  Mobilitie proposes to design, construct, own, operate and support a WiFi system at the stadium for an initial term of five (5) years, at a total estimated cost to the City of $2,990,000 during the initial term.  Cost includes an initial capital contribution by the City of $1,750,000 and sixty (60) payments of $20,667 per month (which covers the balance of the $2.6 million network capital cost, plus system monitoring, support and repair services) during the initial term of the contract.  The system will meet or exceed minimum current NFL WiFi Standards (as of 2013) and includes approximately 780 wireless access points.  An internet connection for the system is not provided by Mobilitie and will be procured separately by the City at an additional cost.

Recommended Action:

Approval and authorization for the Chief Procurement Officer to negotiate and execute an Amendment and subsequent renewals with Mobilitie Investments III, LLC to provide a WiFi system at Camping World Stadium, as indicated above, subject to review and approval by the City Attorney’s Office.
