Summary:
On February 24, 2012, the City entered into two agreements with Tree of Life Ministries (TOL) under the Neighborhood Stabilization Program (NSP): one agreement for housing rental services and, the second for home resale services. The Agreements allocated NSP funds to TOL for purchasing and rehabilitating homes located within the NSP target areas to rent or resell.
City staff has worked with TOL and has provided technical support to assist them in fulfilling their obligations under the Agreements. Unfortunately, TOL has been unable to complete their responsibilities as stated in the Agreements including specifically, but not limited to, payment of property taxes owed.
In order to maintain the NSP homes as affordable housing for the duration of the required affordability period, TOL has agreed to convey the non-compliant properties (eight (8) rental and three (3) resale) to the City. The Housing and Community Development Department (HCD) intends to secure the services of a qualified local nonprofit organization with successful NSP experience to manage the properties and fulfill the outstanding obligations under the NSP program. An agreement for these services will be presented at a future Council meeting.
The attached termination agreement conveys the properties to the City. |
