Summary:
At the July 19, 2016, Municipal Planning Board (MPB) meeting, the MPB considered an application for a framework master plan that was filed by the applicant, James Willard on behalf of the owner's, 1200a East Colonial, LLC and Airport Plaza Elias Partners. The application is to allow development in two phases. Phase 1 involves the development of a 300 unit multi-family apartment complex with an attached 5-story parking garage, a connector private road from S. Orange Ave. to E. Pineloch St., a private lift station and forcemain for the total build out of the site, and an exfiltration trench or underground vault system in the proposed Phase 2 parking lot. Phase 2 will contain 94,000 sq. ft. of retail/office, a surface parking lot, and buildout of the remainder of the site. The application was heard and reviewed by the MPB and the MPB voted unanimously in favor of recommending approval of the application.
A request for a quasi-judicial hearing on the application was timely filed on July 26, 2016, by the petitioner, Pineloch Management Corporation. Since this action was commenced, the parties have met in an effort to accommodate each other's concerns and settle their dispute amicably. The attached Proposed Stipulated Land Development Order is the result of the good-faith efforts by each party to compromise. |
