Business Assistance Program Agreement between Portalia, Inc. d/b/a BemBom on Corrine and the City of Orlando - 3101 Corrine Drive

Summary:

Portalia, Inc. d/b/a BemBom on Corrine (BemBom), a popular Portuguese food truck, plans to open a new 1,800+ sf fast-casual restaurant featuring an innovative Mexican-Portuguese menu at 3101 Corrine Drive. The project consists of a complete interior renovation including painting, plumbing, electrical, HVAC system, kitchen equipment, a 600 sf outdoor patio and 88 seats.  This project entails conversion of a bank building to a restaurant.  BemBom plans to create 5 new full-time jobs through this project.  Total capital investment for this project is approximately $260,000.   The business will be located in the Audubon Park Garden District.

The business has requested assistance through the City of Orlando's Business Assistance Program.  The Business Assistance Program (BAP) is a matching grant program that was approved by the Orlando City Council on June 18, 2001 to encourage small businesses to locate, expand or redevelop in the City of Orlando.  The Business Assistance Program assists with small-scale infrastructure projects, building permitting fees and impact fees.  The BAP pays fifty percent of eligible fees.  The maximum amount granted under the program guidelines is $20,000. 

Total eligible fees for BemBom under the Business Assistance Program, are $26,847.45.  The BAP will pay fifty percent of eligible fees ($13,423.73). The fee breakdown is as follows:  Transportation Impact Fees @ 50% = $8,643.08, Sewer Benefit Fees @ 50% = $4,780.65.

Recommended Action:
Approve the Business Assistance Program Agreement between Portalia, Inc. d/b/a BemBom on Corrine and the City of Orlando, and authorizing the Mayor or Mayor Pro Tem and City Clerk to execute same, subject to review and approval by the City Attorney's Office.
