On February 18, 2016, the Appearance Review Board (ARB) voted unanimously to recommend approval of Applicant’s request for a Major Certificate of Appearance Approval and request to amend a previously approved Major Certificate of Appearance Approval for the Orlando City Soccer Stadium based on the conditions in the staff report.

Petitioner timely filed a Request for Hearing Before a Hearing Officer on February 25, 2016. A quasi-judicial hearing was held on May 26, 2016 regarding this matter, at which the parties made arguments and presented evidence and material into the record. Subsequent to this hearing, the Hearing Officer issued the attached Recommended Order, which recommends that the City Council deny the Petitioner's petition in opposition in that Petitioner failed to carry her burden of coming forward with evidence to support her allegations and failed to carry her burden of proof in this proceeding. The Petitioner did not file an exception to the Recommended Order. The Applicant and City filed a joint limited exception to the Recommended Order, attached hereto.

Adopt the Recommended Order, accept the meeting minutes, and approve the recommended approval of Item #2, Regular Agenda, of the February 18, 2016 ARB (attached hereto) for the 655 West Church Street – Soccer Stadium application.
