Summary:
This Land Development Code amendment is being proposed to accommodate trends in craft brewing and like uses, in order to both attract both businesses and tourists that might experience local brewing business in urban Orlando, while expanding the diversity of Orlando's nighttime economy. This proposed ordinance would create new specific accessory service use standards in Section 58.913, allowing an increased floor area proportion to accommodate craft brewing, micro-distilleries, micro-wineries, and brewpubs, while adding specific definitions for each to Chapter 66.
Typically, the Zoning Official has the authority to approve accessory uses up to 25% of the floor area of a single building on a development site. In order to encourage these specific uses, which can be more intensive uses of the floor area of a building than 25%, staff is proposing the percentage would be increased to up to 50%. Additionally, other accessory uses that could be complimentary to these craft operations (restaurants, tasting rooms, and retail) could be approved in industrial zoning districts where they are currently not allowed, up to the 50% standard.
This item was recommended for approval at the Municipal Planning Board's meeting on May 17, 2016; the recommendations of this particular Municipal Planning Board meeting were accepted by the City Council on June 20, 2016. The First Reading of this ordinance occurred on July 11, 2016. This ordinance's hearing was advertised in the Orlando Sentinel on July 12, 2016.
