Summary:
As a HUD formula grant recipient, the City of Orlando is required to develop a five-year strategic plan, referred to as the Consolidated Plan, and annual action plans in order to receive funds under the CDBG, ESG, HOME and HOPWA formula grant programs. The 2016-2020 Consolidated Plan identifies resources and strategies to assist in meeting the City’s housing and community development needs and includes a plan for monitoring performance.
The FY2016-2017 Annual Action Plan is a component of the 2016-2020 Consolidated Plan. The proposed Annual Action Plan describes specific activities to be carried out under the four HUD grant programs to meet the overall Consolidated Plan goals and strategies to develop viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities principally for extremely low-, low- and moderate-income persons/households with incomes not exceeding 80% of the median family income for the Orlando Metropolitan Statistical Area. The total amount of funds anticipated to be available under the City’s FY2016-2017 Annual Action Plan for Housing and Community Development Programs is $8,356,015. A summary of the activities proposed in the FY2016-2017 Annual Action Plan is attached.
The Citizen Participation Plan is developed by the City to describe and document efforts that will be undertaken to provide for and encourage citizens to participate in the development of the Consolidated Plan, substantial amendments to the Consolidated Plan, and the performance report. The City of Orlando is committed to providing opportunities for its citizens to participate in an advisory role in the planning, implementation and assessment of its funding from HUD.
As a recipient of federal funds, the City of Orlando is required to affirmatively further fair housing which obligates the City to take the following measures: 1) conduct an analysis of impediments to fair housing choice; 2) take appropriate actions to overcome the effects of impediments identified through that analysis; and 3) maintain records reflecting the analysis and actions. An Analysis of Impediments is an examination of the impediments or barriers to fair housing that affect protected classes within a geographic region, in this instance within the Orlando boundaries.
Input in developing the 2016-2020 Consolidated Plan, FY2016-2017 Annual Action Plan and the 2016 Update to the Analysis of Impediments to Fair Housing, was secured through a series of public hearings, public notification and participation of the CDBG Review Committee, the ESG Review Committee and the HOPWA Review Committee. A Public Notice was published in all zones of the Orlando Sentinel on June 12, 2016 announcing that draft copies of all documents were available for public review. Draft copies were also made available to area libraries and on-line at www.cityoforlando.net/housing. Citizens were asked to submit comments on the draft documents from June 13, 2016 through July 13, 2016. No comments were received.
Upon City Council approval, the draft documents will be sent to HUD for review and comments. Upon HUD’s approval of all documents, and review and approval of the final documents by the City Attorney's office, the City will enter into a grant agreement with HUD for receipt of PY2016 funding under the CDBG, HOME, HOPWA and ESG Programs.

Fiscal & Efficiency Data:
A total of $6,536,497 is anticipated to be awarded to the City under the PY2016 HUD grant allocation. This total amount is comprised of the following grant allocations: 1) CDBG Program - $1,802,292; 2) HOME Program - $866,249; 3) ESG Program - $166,071; and, 4) HOPWA Program – 3,701,885. In addition to these anticipated PY2016 grant allocations from HUD, the City plans to reallocate a total of $1,819,518 in prior year funds to carry out the activities identified in the FY2016-2017 Annual Action Plan. The remaining funds from prior year allocations are as follows: 1) CDBG Prior Year funds - $452,782; and 2) HOPWA Prior Year Funds - $1,366,736.

Recommended Action:
1. City Council approval of the draft 2016-2020 Consolidated Plan, including the FY2016-2017 Annual Action Plan, amended Citizen Participation Plan and 2016 Update to the Analysis of Impediments to Fair Housing and submittal to HUD for review.
2. Authorize the Mayor, as the certifying officer, to execute the standard HUD application forms and certifications.
3. Approve and authorize the Mayor/Mayor Pro Tem to execute the corresponding grant agreements for the CDBG, HOME, HOPWA, and ESG Programs for the receipt of PY2016 funding from HUD, after review and approval of the documents by the City Attorney’s Office. |
