Summary:
Pursuant to the Memorandum of Agreement, as amended, with the United States (Department of the Navy) and the early transfer process for sites with remaining environmental issues, the City took title to a portion of Parcel 14 (Study Area 39) at the site of the former Orlando NTC Main Base which came with groundwater restrictions in place. The City then conveyed the property to Orlando NTC Partners, the Developer selected to redevelop the former Main Base into today’s Baldwin Park, for further development. Since conveyance in 2002, the United States Department of the Navy has completed remediation on the property to the extent that FDEP has determined the groundwater restrictions originally imposed are no longer necessary to protect public health and the environment. As contemplated by the original United States to City deed, since such remediation has been completed and FDEP concurrence with the release of restrictions has been obtained, the United States has executed a Release of Deed Restrictions and requests the Joinder and Acknowledgement to such release by the City. |
