Summary:
On 8/10/2015 The City Council approved HOME funding in the amount of $695,000 for rehabilitation of 27 units at ANVIL-Richard Allen Gardens Apartments, including converting two apartments to handicapped accessible units. Currently, twelve (12) units are under construction. Subsequent to the beginning of the rehabilitation work, some non-apparent deficiencies in plumbing and electrical components, and need to include additional interior items became apparent. In order to address these concerns, Anvil-Richard Allen Gardens is requesting an additional $167,649 as well as an extension of the completion date to 12/31/2016. Also, $2,814 is requested to cover the title search and recording fees for a total of $865,463 in HOME Funds. ANVIL will also increase their contribution to the project by $18,628 for a total contribution of $98,728. The details of the additional items and scope of work is attached. If approved, this proposed revision to the scope of work will result in consistent rehabilitation across all units. In addition, the approval of this expanded scope of work and additional funding will enable the Housing and Community Development Department to meet timeliness requirement for commitment of HOME funds. |
Recommended Action:
Authorize the Mayor and City Clerk to execute the attached Amended HOME Deferred Loan Agreement in the amount of $865,463 between the City of Orlando and Anvil-Richard Allen Gardens to increase the amount of funding, the scope of work and extended date of completion and all related documents. |
