Summary:
A Request for Proposal (RFP) was issued on March 8, 2016 to select a qualified firm to provide Janitorial Services for Orlando Venues. Nine (9) proposals were received and reviewed by the Advisory Committee. On May 18, 2016, the Advisory Committee shortlisted to four (4) firms for formal presentations, which resulted in the Committee’s final ranking on June 9, 2016, as follows:

The Committee recommends awarding a contract to the top-ranked firm in ranked order until successful. The initial contract term is five (5) years with an option to renew for two (2) additional one (1) year terms. The estimated annual expenditure is $2,493,307.00.
Owens, Renz & Lee Co., Inc. d/b/a Owens Facility Services has agreed to meet or exceed the City of Orlando’s 18% Minority Business Enterprise (MBE) and 6% Women Business Enterprise (WBE) participation goals, and has proposed to utilize the M/WBE sub-consultants as shown below:

Recommended Action:
Approval of the ranking established by the Advisory Committee and approval and authorization for the Chief Procurement Officer to negotiate and execute a contract and subsequent renewals with the top ranked firm, Owens, Renz & Lee Company, Inc. d/b/a Owens Facility Services, as indicated above, for an estimated annual expenditure of $2,493,307.00. Should negotiations with the top-ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached and executed. The final negotiated agreement will be subject to review and approval by the City Attorney’s Office. |
