Award of Professional Engineering Services for Wastewater Forcemain System Evaluation Project, RQS16-0213

Summary:

A Request for Qualification Statements (RQS) for the subject project was issued on March 7, 2016.  Six (6) firms responded to this solicitation and the Consultants' Qualifications Board certified all six (6) firms on April 11, 2016.  On May 11, 2016, the Advisory Committee shortlisted the top-ranked three (3) firms for formal interviews and oral presentations.  After final presentations, on June 8, 2016, the Advisory Committee met to generate a ranking of the firms as follows:

 The members of the Advisory Committee are as follows:

Contract Compliance Investigator III, MBE Office

 Tetra Tech, Inc. has agreed to meet or exceed the City of Orlando’s 18% Minority Business Enterprise (MBE) and 6% Women Business Enterprise (WBE) participation goals, indicating they will utilize a combined 26% total M/WBE participation.  This firm has proposed to utilize the M/WBE subconsultants as shown on the attached document.


Fiscal & Efficiency Data: The ranking of the Respondents for these professional services has no fiscal impact.

Recommended Action:

Approval of the Advisory Committee's ranking and approval for City staff to proceed with negotiations with the top ranked firm, Tetra Tech, Inc.   Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.
