Summary:
A Request for Proposal (RFP) was issued on March 29, 2016 to select a qualified firm to provide Pavement Management and Right of Way Survey. Eight (8) responsive proposals were received and reviewed by an Advisory Committee comprised of the following individuals:

Based on the information presented in the proposals and the evaluation criteria set forth in the RFP, on May 24, 2016 the Advisory Committee shortlisted three (3) firms for formal interviews, which resulted in the Committee’s ranking as follows:
1. Data Transfer Solutions, LLC Orlando, FL
2. IMS Infrastructure Management Services Rolling Meadows, IL
3. MDS Technologies, Inc. Park Ridge, IL
The initial inspection, data gathering, and post processing will take five months after the notice to proceed. Data will then be submitted one month thereafter. The pavement condition index data will be updated for thirty percent (30%) of all City streets in years 3, 4, and 5. The estimated expenditure is $249,781.00.

Recommended Action:
Approval of the ranking established by the Advisory Committee and approval and authorization for the Chief Procurement Officer to negotiate and execute a contract and subsequent renewals with the top ranked firm, Data Transfer Solutions, LLC, as indicated above. If negotiations are not successful with the top ranked firm, approval and authorization for the Chief Procurement Officer to negotiate with the remaining firms in ranked order and execute a contract and subsequent renewals as indicated above, with the highest ranked firm with whom agreement is reached. The final negotiated agreement will be subject to review and approval by the City Attorney’s Office. |
