Summary:
Rock Lake Elementary School (School) is located adjacent to the City’s Rock Lake Park Community Center (Park). A School Facility and City Property Joint Use Agreement (JUA) provides for the joint use of recreational facilities and parking access by City and School. The School Board of Orange County (School Board) has plans to rebuild the School and needs to reconfigure its property. The reconfiguration will require an exchange of land between the City and School Board and will result in the relocation of the City’s basketball courts from their current location in the Park. The property exchange consists of the following:
· the City will transfer ownership of approximately 0.505 acres of City property within the Park to the School Board to facilitate the school reconstruction; and
· The School Board will transfer ownership of approximately 0.505 acres of School Board property on the School’s campus to the City
As the City must maintain its level of service for parks and recreational facilities in this area, the School Board will rebuild the basketball courts at its expense, on the City’s property, in a location of City’s choosing.
As a condition to the closing of the property exchange transaction, the City and School Board will amend the JUA to reflect the changes to the joint use of the Recreational Amenities, certain school facilities, access and parking facilities. During the School’s reconstruction, the School Board will provide temporary parking access to the City and will provide permanent parking access to the City upon completion of construction.
