Attached is a petition for the voluntary annexation for the Medical Village at Pine Hills property.  The subject property is generally located north of W. Colonial Drive, west of Mercy Drive and south of Arch Street, addressed at 900 Mercy Drive and is approximately 1.329 acres.  The subject site currently has the unincorporated Orange County future land use designation of Commercial (C) and is zoned C-3.

The applicant is requesting the City’s future land use designations of Industrial (GMP2016-00011) and initial zoning of I-G/W (ZON2016-00012).  The property is planned to remain as the parking area for the building to the south, which is under the same ownership.  The subject property is contiguous to the City limits and is reasonably compact.  If annexed, the property will not create an enclave.

Direct the City Attorney to prepare an annexation ordinance for consideration by City Council and authorize staff to initiate a Growth Management Plan (GMP) amendment and initial zoning for the subject property.
