Summary:

The City of Orlando entered into an agreement with Life Concepts, Inc. d/b/a Quest, Inc. on January 26, 2010, to provide Community Development Block Grant funds in the amount of Eighty Seven Thousand Two Hundred Fifty Dollars and No Cents ($87,250.00) for facility upgrades/improvements to the Quest South vocational training facility located at 1600 Aaron Avenue, Orlando, Florida 32811.  The City recorded the executed Promissory Note, Mortgage and Restrictive Covenant on January 28, 2010. Quest, Inc. has fulfilled the requirements of the agreement using the property for the past five (5) years as a vocational training facility to provide job opportunities for severely disabled adults.  Staff is requesting City Council's approval to cancel the note and release and discharge Quest, Inc’s property from the lien and operation of said mortgage.

Recommended Action:
Approve and authorize the Mayor and City Clerk to execute the Release of Mortgage and Release of Restrictive Covenant after review of the documents by the City Attorney's office.
