Summary:
The attached ordinance will rezone a 9.7-acre property from NCZ (No City Zoning) and NCZ/AN (No City Zoning, with Aircraft Noise Overlay) to PD (Planned Development) and PD/AN (Planned Development, with Aircraft Noise Overlay). The vacant property is located on the east side of Narcoossee Rd., between Golden Acres Circle and McCoy Road, north of SR 528/Beachline Expwy. The applicant/owner is Vamshi Reddy, AARC Holding, Inc.
The proposed PD will consist of a multi-phased mixed use development with a 700-space airport parking facility (Phase I), a 39,000 sq. ft. family recreation center (Phase II), a 7-story 140-room hotel and a ±43,500 sq. ft. banquet facility (Phase III) and future redevelopment of the airport parking into commercial outparcels (Phase IV). The subject property was originally annexed into the City in 2007 and was to have developed as part of a Lowe’s Home Improvement store but that plan fell through during the most recent recession. The default zoning of the PD will be AC-1 (Community Activity Center) and AC-1/AN (Community Activity Center, with Aircraft Noise Overlay). Development of Phases II through IV within the PD will require Specific Parcel Master Plan review and approval.
The Municipal Planning Board recommended approval of the rezoning to PD and PD/AN on October 20, 2015. The City Council approved the October 2015 MPB minutes on Nov. 16, 2015, and approved the rezoning on 1st reading on May 9, 2016. |
