Summary:
The attached ordinance will assign zoning of PD (Planned Development) to a partially vacant 3.8-acre property at the southeast corner of S. Hiawassee Rd. and Lake Debra Dr., west of Metrowest Blvd., for the purpose of establishing a 4-story 153-unit (186-bed) Senior Living Facility on the western portion of the property. The applicant is Sam Sebaali, PE, FEG, Inc., for Dr. Bruno Portigliatti, COO, Excellence Assisting Living Facility, on behalf of the owner, MetroWest Investment Gp., LLC.
The proposed senior living facility originally came forward as an administrative master plan, but the number of dwelling units (over 100) forced a change to a regular Master Plan. The proposed 4-story 153-unit (186-bed) senior living facility will be located 10 ft. from the south side lot line, where a minimum 20 ft. side setback is required, requiring further conversion of the proposed development to a Planned Development (PD). The existing unkempt retention pond to the east was added to the project to provide recrea-tional space for the 4-story facility. Decorative architectural elements will be used on the building and metal picket-style fencing will be located on the sides and in front of the facility, in keeping with the superior design requirements for all PDs.
The Municipal Planning Board recommended unanimous approval of the PD on March 15, 2016, and the City Council approved the MPB minutes on April 18, 2016. The proposed facility was also previously approved by the MetroWest Master Association, including the residential condominiums to the south, in April 2015. The City Council approved the PD rezoning on first reading on May 9, 2016. |
