Subject:
Proposed Ordinance No. 2016-47 relating to the Amendment of Chapter 7 (Procurement Code) By Clarifying Various Sections.

Summary:

The changes to the Orlando City Code set forth in the attached ordinance are part of an overall revision of the City Code to identify sections that have become obsolete, are unnecessarily duplicative of federal or state law or which need modifications to better reflect current practices and technologies.

The attached ordinance amends Chapter 7 (Procurement Code), as follows:

7.101. Definitions

Update definition of Procurement and Contracts Division

 

7.303. Competitive Sealed Replies

Minor revisions to reflect Invitation to Negotiate process

 

7.306. Responsibility of Bidders and Respondents

Clarify that other factors may be considered when determining Supplier responsibility

 

7.900. Protests

Clarify that new protest issues/information/evidence cannot be introduced during the appeal process; add that a supplier can not protest the City's decision to not use weighted evaluation criteria

 

7.1000. Cooperative Purchasing

Provide authority to negotiate and enter into contracts directly with suppliers selected by other entities for similar goods/services

 

7.1100 Equal Opportunity

Add gender identity

 

7.1102 Veteran Business Enterprise

Replace "formal score sheets" with "weighted evaluation criteria with score sheets"

 

7.1204. Prohibited Communication

Remove "Services" from Procurement and Contracts Services Division


Fiscal & Efficiency Data: No fiscal impact.

Recommended Action:
Adoption of proposed ordinance.
