Summary:
The attached ordinance updates language in the Land Development Code to match requirements of the proposed Engineering Standards Manual; specifically to clarify the "freeboard" requirements for areas that are hydraulically connected to flood hazard areas, address the proper water management district jurisdiction requirements, clarify the duration of storm events and other changes to comport with Florida Statutes and the Engineering Standards Manual.
The change to the freeboard requirement is the most significant amendment; this would require the base elevation of new buildings both inside and hydraulically connected to the 100-year flood plain to be raised to 1-foot above 100-year flood levels. Currently, this requirement only applies to buildings inside the 100-year flood plain by strict reading of the ordinance. This ensures all property owners are equally protected from the impacts of a 100-year flood. This change will also help the City retain or improve its classification under national flood rating systems, which results in continued discounts to holders of flood insurance policies citywide.
This amendment was recommended for approval by the Municipal Planning Board at their January 19, 2016 meeting, the minutes of which were accepted by the City Council on February 29, 2016. |
