Employment Contract for Contract Wastewater Project Consultant - Roy Pelletier

Summary:
This employment contract is for a two year term with Roy Pelletier to fill the position of Contract Wastewater Project Consultant with the Wastewater Division at an annual salary of $113,006.40, payable on a bi-weekly basis. Mr. Pelletier has been under contract, in this position, since March 2006. His current contract expired on February 28, 2016. The Wastewater Division desires to renew his contract until February 28, 2018.

The Wastewater Division has implemented improvement projects at two key water reclamation facilities (the Iron Bridge Regional WRF and the Water Conserv II WRF). These modified facilities require the services of a highly experienced operations and maintenance (O&M) specialist to conduct staff training, provide start-up assistance, assist in the development of O&M manuals and other documents and conduct performance optimization testing of the new and modified facilities. Mr. Pelletier routinely inspects and evaluates the operation and condition of the City's WRFs. He compiles his observations and recommendations into reports that are then used by management and staff to improve operations and minimize expenses. Traditionally, these services would be contracted through an outside consultant at an estimated cost to the City of over $350,000 per year. 

Mr. Pelletier has more than 34 years of experience as an operator, trainer and O&M consultant. Mr. Pelletier has developed several O&M manuals, standard operational procedures and O&M performance reports; conducted multiple and maintenance training programs at several water and wastewater facilities; provided plant troubleshooting assistance programs; provided technical advisory services; developed, coordinated and implemented several maintenance management systems; coordinated and implemented several facility start-up assistance programs; and provided other wastewater related specialized technical services. As a certified wastewater operator in Florida and four other states, Mr. Pelletier has provided assistance and coordination with the start-up of more than a dozen water and wastewater treatment facilities and has provided over 2,500 hours of training to over 3,000 operators in the states of Florida, Maine, Rhode Island, Massachusetts, Kentucky, New Jersey, Louisiana, Arizona, Indiana, Georgia, Washington, D.C., New York and Puerto Rico.

Recommended Action:
Recommend approval of the renewal of the employment contract with Roy Pelletier for the position of Contract Wastewater Project Consultant. This contract will run through February 28, 2018 with an annual salary of $113,006.40, payable on a bi-weekly basis. Authorize the Mayor/Mayor Pro Tem and City Clerk to execute the employment agreement subject to review and approval of the City Attorney's Office.
