Petition for Voluntary Annexation: Moss Park North (ANX2016-00001)

Summary:

Attached is a petition for the voluntary annexation for the Moss Park North project.  The subject property is generally located north of Moss Park Road, east of S.R. 417 and northwest of the OUC rail line and is approximately 108.37 acres.  The subject site currently has the unincorporated Orange County future land use designation Rural and is zoned A-2.

The applicant is requesting the City’s future land use designations of Residential Low Intensity and Residential Medium Intensity (GMP2016-00003) and associated zoning of Planned Development to allow for 68 single family units, 132 townhome units, 300 apartment units and an 18,000 sq. ft. day care facility and/or private school (ZON2016-00002).   The subject property is contiguous to the City limits and is reasonably compact.  If annexed, the property will not create an enclave.

Fiscal & Efficiency Data:

The fiscal impact statement will be submitted with the ordinance for annexation, pending City Council’s acceptance of this petition for annexation.

Recommended Action:

Direct the City Attorney to prepare an annexation ordinance for consideration by City Council and authorize staff to initiate a Growth Management Plan (GMP) amendment and initial zoning for the subject property.
