Construction Manager at Risk Agreement and GMP with Garney Companies, Inc. for Marks Street / Pasadena Place Utility Projects 6418 and 6390, RFP14-0227


The subject solicitation was issued on March 10, 2014.  On April 28, 2014, Council approved the Advisory Committee’s ranking and authorized the Chief Procurement Officer (CPO) to proceed with negotiations with the top-ranked firm, Garney Companies, Inc. 

Successful negotiations were achieved, and a Guaranteed Maximum Price (GMP) of $5,175,976 has been determined.  Approval is now requested for the Agreement and GMP.

Garney Companies, Inc., has agreed to utilize the following MBE firms:

EM Paving MBE $220,000.00 4.3%
Suca Pipe & Supply MBE $401,593.00 7.8%
GW Trucking MBE $208,905.00 4.0%
LMR Construction MBE $  20,000.00 0.4%
Central FL Construction Walls, Inc. MBE $111,108.00 2.1%
Sterling Silver Scape & Sod MBE $    7,000.00 0.1%
Total M/WBE Participation $968,606.00 18.7%

Recommended Action:

Approval of the GMP and Agreement with Garney Companies, Inc. in the amount of $5,175,976 for Construction Management Services and authorization for the CPO to execute the Agreement, subject to the review and approval of the City Attorney’s Office.
