Subject:Ordinance 2016-19 Annexing property located to the northeast of Hoffner Avenue and to the west of Old Goldenrod Road; Amending the City’s Adopted Growth Management Plan to Designate the Property as Community Activity Center on the Official Future Land Use Map; and Designating the property as AC-1/AN on the Official Zoning Map (Hoffner Point) (Economic Development)
Summary:

The attached ordinance applies to ±1.02 acres of property located to the northeast of Hoffner Avenue and to the west of Old Goldenrod Road. The ordinance will:

  1. Annex the subject property;
  2. Amend the Growth Management Plan by assigning the Community Activity Center future land use designation to the subject property; and
  3. Amend the Official Zoning Map by assigning the AC-1/AN zoning designation to the subject property.

City Council accepted a petition for the voluntary annexation of this property on October 19, 2015. The Municipal Planning Board recommended approval of the annexation (ANX2015-00023), the GMP amendment (GMP2015-00044), and initial zoning (ZON2015-000319) on November 17, 2015. 

The property is currently vacant.  The applicant owns three contiguous parcels, the subject property and the parcel to the south which is currently within the City limits. The proposed annexation will create a unified development site. The applicant is proposing to develop the property with a commercial development.

The subject property is contiguous to the City limits. If annexed, the property will not create an enclave. The proposed annexation meets all requirements under Chapter 171, Florida Statutes. Unless appealed, all three actions will be effective 31 days after adoption. 

The first reading of this ordinance was on the January 25, 2016 City Council Agenda.

Recommended Action:

Adopt the attached ordinance number 2016-19 and authorize the Mayor and City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
