Advisory Committee Ranking of Request for Qualification Statements for Construction, Engineering and Inspection Services for Colonial Drive Overpass Project, RQS16-0001

Summary:

A Request for Qualification Statements (RQS) for the subject project was issued on October 27, 2015.  Three (3) firms responded to this solicitation and the Consultants' Qualifications Board certified all three (3) firms on December 8, 2015.  On January 14, 2016, the Advisory Committee shortlisted the top-ranked three (3) firms for formal interviews and oral presentations.  After final presentations, the Advisory Committee met to generate a ranking of the firms as follows:

 The City of Orlando is receiving U.S. Department of Transportation (“USDOT”) funding from the Florida Department of Transportation (“Department”) for the services solicited in the Request for Qualification Statements (DOT Financial Management Number: 434915-1-68-01).  It is the policy of USDOT, the Department, and the City that all applicants, including but not limited to DBEs, have an equal opportunity to participate in the performance of federally financed contracts and subcontracts. To achieve this goal, DBEs are encouraged to compete for procurement contracts and shall have full access to these opportunities.  Pursuant to the funding requirements of the Department’s grant, disadvantaged business enterprise (“DBE”) utilization shall be in compliance with applicable laws and regulations. The Department has established a DBE program in accordance with such federal laws and regulations.  The City shall participate in the Department’s DBE race neutral program for this solicitation.

DRMP, Inc. has listed the following DBE firms to be utilized on this project:

Fiscal & Efficiency Data:

The ranking of the Respondents for these professional services has no fiscal impact.


Recommended Action:

Approval of the Advisory Committee's ranking and approval for City staff to proceed with negotiations with the top ranked firm, DRMP, Inc.   Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.
