Summary:
On April 15, 2014, the City of Orlando and the Department of Corrections, "Department", entered into a contract for the provision of inmate labor crews, "Contract," to assist in maintaining landscape areas throughout the City. The Contract also provided for a one-year renewal which the City exercised on March 9, 2015. Based on the success of the program, staff recommends entering into a new Contract on the same terms for an additional year, beginning April 29, 2016, with a one year renewal option. Per the Contract, the Department provides two, six-person inmate work squads and two corrections officers to supervise them, for forty hours a week. The City pays the salaries and position-related expenses of the assigned correction officers but not inmate labor. Using these crews significantly reduces the cost of landscape maintenance throughout the City. |
