Subject:Ordinance No. 2016-23 amends the zoning from Planned Development (“PD”) with the Wekiva overlay and no City zoning to Planned Development (“PD”) with the Wekiva overlay for property located north of W.D. Judge Road, east of Mercy Drive, south of W. New Hampshire Street and west of N. John Young Parkway (Princeton Oaks). (Economic Development)
Summary:

The attached ordinance will amend the zoning from Planned Development (“PD”) with the Wekiva overlay and no City zoning to Planned Development (“PD”) with the Wekiva overlay. The property is located north of W.D. Judge Road, east of Mercy Drive, south of W. New Hampshire Street and west of N. John Young Parkway and is approximately 123.2 acres.  The previous PD was approved for 1,275 dwelling units, 12,000 sq. ft. of commercial use and an elementary school on 212 acres and the amendment is being requested for a future industrial park development.

The Municipal Planning Board recommended approval of the GMP designation from Residential Low Intensity to Industrial future land use designation (GMP2015-00022), the amendment to subarea policy S.3.3 to allow certain vehicle access to and from the site (GMP2015-00028), the zoning amendment to PD/W (ZON2015-00021) and the detailed master plan to allow up to 1.03 million sq. ft. of industrial use in two phases (MPL2015-00020) on August 18, 2015.  The zoning amendment and master plan application were appealed; the hearing officer recommended order is contained on this agenda as another item.  The GMP amendments are contained in a separate ordinance that is on this agenda for its second reading, the first reading occurred on October 19, 2015.

The adoption ordinance for the PD ordinance is scheduled for February 29, 2016.

Recommended Action:

Approve the attached ordinance number 2016-23 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing at the next City Council Meeting.
