Initiation of the 2016 Summer Cycle of Growth Management Plan Amendments (Economic Development)
Summary:

Staff is requesting approval to initiate Growth Management Plan (GMP) amendments for the 2016 Summer Cycle of amendments. Once initiated, the City Planning Division will prepare staff reports and schedule each case for review by the Municipal Planning Board. The amendments will then be scheduled for consideration by City Council at a public hearing (first reading of the ordinance) in June 2016, with adoption (second reading) of the amendments in August or September of 2016.  

The following City-initiated Growth Management Plan (GMP) amendments are proposed:

Urban Design Element

  • Update date references throughout the Urban Design Element based on project completion and new time frames.
  • Delete Objective 3.2 and associated Policies regarding Designed Communities.
  • Amend Policy 2.1.2 to initiate an update to the I-Drive Urban Design Plan coinciding with the County's I-Drive/Convention Plaza District 2040 Strategic Visioning Initiative.
  • Add new Objective and associated Policies in the Urban Design Element promoting context sensitive design throughout the City. 

Indicators Report

Provide 2015 growth indicators as required by GMP Future Land Use Policy 1.5.1.  This is for MPB review only, no amendment to the GMP is proposed.

Recommended Action:
Authorize staff to initiate the 2016 Summer Cycle of GMP amendments.
