Subject:Petition for Voluntary Annexation: Narcoossee Cove I & II (ANX2015-00028)
Summary:

Attached is a petition for the voluntary annexation for the Narcoossee Cove I & II projects.  The subject property is generally located east of Narcoossee Road, south of Kirby Smith Road and north of Weller Boulevard and is approximately 48.7 acres.  The subject site currently has the unincorporated Orange County future land use designation RS ½ and C and is zoned A-2 and C-2.

The applicant is requesting the City’s future land use designation of Urban Village (GMP2015-00050), a new subarea policy (GMP2015-0051) and associated zoning of Planned Development-Village Center/Residential Neighborhood for Narcoossee Cove I (ZON2015-00052) and Narcoossee Cove II (ZON2015-00053).   Annexation is being requested in order to develop two mixed use projects.  Narcoossee Cove I is proposed for 90,000 sq. ft. of commercial/retail, 30,000 sq. ft. of office, 250 multifamily units and 70 townhome units on 44.9 acres, and Narcoossee Cove II is proposed for 11,000 sq. ft. of commercial/retail and 40 multifamily units on 3.8 acres.  The subject property is contiguous to the City limits and is reasonably compact.  If annexed, the property will not create an enclave.  

Fiscal and Efficiency Data:The fiscal impact statement will be submitted with the ordinance for annexation, pending City Council’s acceptance of this petition for annexation.
Recommended Action:Direct the City Attorney to prepare an annexation ordinance for consideration by City Council and authorize staff to initiate a Growth Management Plan (GMP) amendment and initial zoning for the subject property.
