Petition for Voluntary Annexation: Starwood (ANX2015-00013)
Summary:

Attached is a petition for the voluntary annexation for the Starwood property.  The subject property is generally located south of SR 528, east of SR 417 and north of Wewahoottee Road and is approximately 2,522 acres.  The subject site currently has the unincorporated Orange County future land use designation PD and is zoned A-2.

Annexation is being requested in order to develop a mixed use development with residential, office and commercial uses.  The subject property is contiguous to the City limits and is reasonably compact.  If annexed, the property will not create an enclave.  At a later date the applicant will be submitting requests for City future land use designation and associated zoning.   
Fiscal & Efficiency Data: The fiscal impact statement will be submitted with the ordinance for annexation, pending City Council’s acceptance of this petition for annexation.
Recommended Action:
Direct the City Attorney to prepare an annexation ordinance for consideration by City Council and authorize staff to initiate a Growth Management Plan (GMP) amendment and initial zoning for the subject property.
